We usually distinguish valves into two categories, Open and Closed.

The open BOV releases compressed air into the atmosphere.

Closed returns excess air from the pipeline back to the pre-turbo circuit.

There are also BOV valves for Diesel engines, which only works as sound effect while changing gears.
